The image depicts Mr Punch addressing a female character representing the virtue of Charity, before a crowd of impoverished people seeking relief during the dock strike. The caption reads: 'Mr. Punch (to Charity) - "Come, Madam, you will not ask where the blame lies; you will ask only best you can help'.
