The image portrays John Bull as the character of Oliver Twist, refusing a bowl of 'social legistlation' from Lloyd George. The caption reads: 'John Bull (fed up) - "Please, sir, need I have quite so many good things?" Mr. LLoyd George - "Yes, you must; and there's more to come"'.
